ATAK etiquette and instructions

ATAK only works with MeshTastic at the moment

Things to know:

1. Do NOT use Long_Fast or other mesh channels
   1. ATAK FLOODS the common mesh with traffic
   2. Make a new channel and a custom frequency like BOBS_ATAK and a freq slot will be randomly generated along with the key you need to copy to share with others. SEE BELOW
